		<description>As the English-based clinician at a bilingual elementary campus, I am in need of help with the discimination between a disorder and a language difference.  I am receiving the Level D students, ones who are now receiving academic instruction in English with only Spanish support as needed.  These students have not been tested in English and now I have to determine if they qualify and what goals to address with them.  Do you have suggestions as to the assessment tools I should use?  

For example, I have just received a 4th grade student that has been receiving bilingual instruction since kindergarten and was just moved to a level D.  I administered the Core subtests of the CASL and he scored in the moderate range for non-literal and pragmatic skills, standard scores of 76 and 72 respectively).  I noticed with his answers that he was not getting the context of the prompt.  Conversely, with the subtest of paragraph comprehension, he scored a SS of 102, answering verbally as well as just pointing at the correct picture thus I was able to understand his reasoning.  There were grammatical errors (ss of 81) as well that could be due to ESL issues.  

I started researching this subject after testing him as I am confused as to how to proceed.  I do not view him as disordered.
